Paperwork: one TIP for the whole customs union

Kyrgyzstan belongs to the Eurasian customs union, and that defines the paperwork. Your temporary import permit (TIP) is issued at your first entry into the union — usually the Russian or Kazakh border — and stays valid across all member states, typically for six months to a year. Crossing from Kazakhstan into Kyrgyzstan adds no customs procedure at all; leave the union and return, and the TIP is issued afresh. No carnet de passage, no customs deposit, no escorts. Carry the vehicle registration document, your licence (plus an International Driving Permit to keep roadside checks simple) and a power of attorney if the vehicle is not in your name. A trailer or caravan travels on its own registration papers under the same personal-use regime.

Insurance: the Green Card ends before Central Asia

Kyrgyzstan is not part of the Green Card system — neither is Kazakhstan, and Russia's membership has been suspended since 2023 — so your European motor insurance means nothing here. Local OSAGO third-party insurance is mandatory: it has been on the list of documents checked at entry since May 2025, and since July 1, 2025 driving without it costs a 3,000-som fine. Do not count on a kiosk at the border post — buy online before the crossing or in the first city. Tourist-oriented online brokers charge around $80–100 for two weeks to a month; buying directly from a Kyrgyz insurer is several times cheaper (short policies for foreign-registered cars run roughly 2,000–4,000 som) — sources disagree on tariffs, so compare. Either way, treat OSAGO as compliance, not protection: payouts cap at 150,000 som per victim, so your own travel and vehicle cover still matters.

The borders by vehicle

Korday/Ak-Jol on the Almaty–Bishkek road is the workhorse: open 24/7, 30–60 minutes in a vehicle on a normal day, three-plus hours on summer Sunday evenings. Ak-Tilek near Kant takes only bilateral trucks — no tourist vehicles (July 2026). Kegen/Karkyra east of Issyk-Kul is the scenic seasonal option (roughly May–October, daylight hours): quiet and spectacular, with a gravel stretch on the Kyrgyz side. Onward to Tajikistan, Kyzyl-Art above Sary-Tash is the Pamir Highway gate: the Kyrgyz border-zone permit for the crossing was abolished on July 8, 2025, though Tajikistan's GBAO permit is still required. China is the hard stop: private vehicles cross Torugart or Irkeshtam only inside a pre-arranged tour with a Chinese guide and permits set up months ahead — there is no self-drive. Most crews park the rig in Osh and visit Kashgar by bus.

Fuel and LPG

Pump prices on June 9, 2026: AI-92 at 79.9 som per litre, AI-95 at 85.9, diesel at 93.8 — and still creeping up through the summer. Gazprom Neft Asia is the quality benchmark, with Bishkek Petroleum and Red Petroleum close behind; big-brand stations line the Bishkek–Osh highway, the Issyk-Kul lap and the Naryn road. AI-92 is everywhere, but fill with 95 and diesel at major chains in towns — village fuel is a lottery. Heading for the Pamir, top up in Osh: the Sary-Tash pump cannot be relied on. LPG uses the Dish (Italian) connector, the same as Russia and Kazakhstan, so the adapter most European campers already carry works. Autogas stations cluster in Bishkek and the Chüy valley, in Osh and district towns, and vanish in the mountain valleys. Fixed camper tanks fill routinely; loose bottles depend on who is on shift.

Passes, the tunnel, washboard

Töö-Ashuu on the Bishkek–Osh road stacks switchbacks up to an old, narrow, poorly ventilated tunnel at about 3,200 m. Trucks pour through around the clock, so any motorhome fits; no confirmed formal ban on LPG-equipped vehicles turns up in open sources (July 2026), but close your gas bottles before entering, and expect hourly passage schedules during repair works. Ala-Bel beyond it is gentler. Dolon on the Naryn road and Taldyk above Gulcha are paved with long grades — engine-brake downhill and watch brake temperatures. Gravel washboard on the Song-Kul approaches and parts of the south shore shakes trailers to pieces: 30–50 km/h with tyres aired down. Livestock on the roads and night driving get their own guide (Safety); towing adds one rule — braking distances grow, so plan every leg to end before dusk.

The Issyk-Kul lap and a base for the trailer

The lake circuit — tarmac the whole way round, with beaches, food and fuel — is the country's natural camper route. The proven pattern is to drop the caravan at a base and run the rough stuff light: guesthouse yards in Bishkek, Cholpon-Ata and Karakol take rigs for the night with a socket and a shower at roughly 250–500 som per person (July 2026), and will keep a trailer for a few days. From a lakeside base, Song-Kul's gravel passes and the Karakol valleys make far better trips without the van behind you.

Breakdowns

Tyre shops — look for «вулканизация» — sit in every village, welders and turners in every district town: a country that keeps old machinery alive. The Kudaybergen parts market in Bishkek (closed Sundays) stocks Japanese and Korean brands deep, German partially; anything exotic arrives to order within days. Fiat Ducato and Sprinter-based campers should carry their own filters, belts and pads — that parts base barely exists here. In the south, Osh is the place that fixes things.
