Border permits: Kel-Suu, Enilchek and Lenin Peak

What the border zone is

A restricted strip runs along Kyrgyzstan's borders — chiefly with China and Tajikistan — and you cannot enter it without a permit from the Border Service. This is not a paper rule: manned military checkpoints sit on the access roads, and behind them lie some of the country's biggest prizes — Kel-Suu, the Enilchek glacier and Khan Tengri, and the approaches to Lenin Peak.

The permit is mandatory for everyone: Western tourists, CIS citizens and Kyrgyz citizens themselves. Visa-free entry gets you into the country; it says nothing about the border zone. There is no on-arrival option and no talking your way through a checkpoint.

The five zones

• Chui — the eastern, upper part of the Chon-Kemin valley; the valley's usual tourist spots sit outside the zone.
• Issyk-Kul — the Karkyra valley, Engilchek town, the Sary-Jaz range, the Enilchek glacier and the Khan Tengri area: expedition country, mostly handled by Visit Karakol.
• Naryn — the Ak-Sai valley with Kel-Suu and the Kok-Kiya canyon, Chatyr-Kul, the Arpa valley and the Torugart approaches. The most visited zone, thanks to Kel-Suu.
• Osh — the Trans-Alay range: Achik-Tash and Lenin Peak Base Camp.
• Batken — Kadamjay district only.

What does NOT need a permit: Song-Kul, Tash-Rabat (the caravanserai turnoff comes before the zone), and Tulpar-Kul lake itself — the yurt camps by the water are outside the zone, which starts further on toward Achik-Tash. Everything on the classic Issyk-Kul circuit and around Karakol and Bishkek is permit-free too.

How to apply

The Border Service issues the permits, but in practice applications go through intermediaries:

• DMOs and CBT. Visit Karakol covers Enilchek, Sary-Jaz, Khan Tengri and Karkyra: 10–15 business days, rush service at double the fee and with no guarantee. Visit Alay and CBT Sary-Mogol handle the Trans-Alay and Lenin Peak area for around 2,000 som. CBT Naryn and agencies cover Kel-Suu: €20–25, about a week, with single-zone permits collectable in Naryn on the way.
• Online agencies file one document covering several zones at once: $35–45 per person with 7–15 business days of waiting (July 2026), cheaper per head in groups. Rush tiers run 3–5 business days at around €70. There is no official fixed-price "all zones" permit — the bundle and the tariff depend on the agency.

A state channel formally exists: elicense.gov.kg describes a border-zone entry permission for foreign citizens — a fee of about 250 som, roughly 6 working days through state registration offices, plus a second Border Service pass for the innermost frontier strip. The regulations allow filing in person, by mail or online, but the process runs in Russian and Kyrgyz, the document is issued on paper, and agencies insist tourist applications are only accepted through registered companies — sources disagree here. First-hand accounts of a foreigner completing it solo are nowhere to be found, so treat CBT, DMOs and agencies as the realistic route.

An application needs a passport scan, exact dates and the list of zones. List every zone you could conceivably reach: it is one document, and adding a zone later costs you a week.

At the checkpoint

The permit is a stamped paper original, checked together with your passport. Scans, photos and photocopies are rejected — collect the original at the issuer's office (Bishkek, Karakol, Naryn) or have it couriered.

• Kel-Suu: military checkpoints at the entrance to the Ak-Sai valley, with no way around them.
• Enilchek: a post at Maida-Adyr and a check at the edge of the town.
• Lenin Peak: the zone formally starts past Tulpar-Kul. Trekkers heading to Base Camp are checked irregularly — many walk in unasked — but the rule exists, and anyone going above BC gets checked at the camp itself. Against the cost of the trip, the permit is cheap insurance.
• Karkyra: transiting to the Kegen crossing into Kazakhstan takes no border permit in travellers' reports — just passport control at the border post. For camping or trekking in the valley, have one and confirm coverage when applying.
• Kyzyl-Art (Pamir Highway): the Kyrgyz permit for crossing was abolished on July 8, 2025 — the rule changed twice that year, so reconfirm in Osh. Tajikistan's GBAO permit is a separate matter.

Turn up without a permit and you will be turned back: a lost day at best, a lost trip at worst.

Timing tactics

Apply 2–4 weeks before entering a zone; for Enilchek expeditions, a month. Permits are normally issued for one month, so pad your dates for weather and plan changes. If time is short, online agencies deliver in 3–5 business days on rush tariffs, but the Border Service can refuse without explanation — keep a permit-free plan B such as Song-Kul, Tash-Rabat or Issyk-Kul's south shore. All prices and timelines here are as of July 2026; they are volatile, so reconfirm when you apply.
